Punta Cana. - The Ministry of Housing and Building (MIVED) noted that September 2026 has been the month in which the most construction licences have been issued in the history of the Dominican Republic, with a total of 203.
The information was given by MIVED Minister Jean Luis Rodríguez during a conversation in Punta Cana with the Association of Developers and Constructors of La Altagracia (ADECLA), where he stressed that this record was possible due to the speed in the permits that the entity has been developing.
Rodríguez reported that the historical figure of 203 construction licences issued, corresponds to projects with an investment of RD$57.133 million and an estimated impact of over 42,000 direct jobs.
Single Window 2.0
Minister Rodríguez said the institution's objective is to move towards construction permits within 30 days for projects that meet the requirements.
As part of this process, he explained that the MIVED works on strengthening the Single Window of Construction 2.0, with the elimination of duplicity and the digitization of processes. It also called for greater interoperability between public institutions to prevent citizens and developers from acting as intermediaries between the various State entities.
Rodríguez also raised the possibility of implementing in the region this a pilot scheme of private technical prevalence, through which professionals or previously accredited entities can contribute to the better structured and technically refined Ministry of Justice, maintaining the MIVED's final review and approval.
He clarified that the acceleration of the processes will not mean reducing the safety standards and the quality of the buildings, and noted that the Ministry is working on the updating and implementation of the Dominican Republic's Construction Code.
Creation of Technical Table with developers and builders
Minister Jean Luis Rodríguez proposed the creation of a technical table between the MIVED and ADECLA with the aim of identifying the main obstacles facing the construction sector and making the Eastern region a reference point for the simplification and modernization of permits.
The proposal was put forward during the celebration of the 15th anniversary of ADECLA, where Rodríguez highlighted the real estate and construction growth in Punta Cana and the whole East region, while holding that the State must move forward at the same pace as the private sector.
The official stated that his management has as a priority “to end, unravel and deliver,” but also to listen directly to the difficulties that developers face.
In that regard, he raised a more direct relationship between the MIVED and the private sector, without intermediaries and under equal rules for all.
During his visit to Punta Cana, Minister Jean Luis Rodríguez participated in the launch of the Prairie Alta housing project by the Colombian business group Prodesa, which is his first international initiative, consolidating foreign investment in the country. Rodríguez also participated in the launch of The Point Punta Cana shopping centre.
